European Peace Facility: Council adopts first assistance measure in support of the Djibouti Armed Forces

Today the Council adopted an assistance measure under the European Peace Facility (EPF) in support of the Djibouti Armed Forces. This first measure benefitting Djibouti is worth €10 million and aims to strengthen the defence capacities of the Djibouti Armed Forces to safeguard the sovereignty and rights of Djibouti in accordance with the United Nation Convention Law of the Sea and to strengthen maritime security in the Red Sea. The assistance measure is expected to enhance the Djiboutian Navy's operational readiness by contributing to: the development and maintenance of assets to deliver full operational capabilities over the long term increased maritime domain awareness enhanced presence at sea Today's decision is in line with the EU's objective to provide an integrated and coherent response to the increased insecurity in the Red Sea and secure EU interests at this critical maritime chokepoint. In this regard, EPF support will strengthen Djibouti's potential with respect to maritime domain awareness, complementing EU Common Security and Defence Policy operations in the Red Sea. Background and next steps The European Peace Facility was established in March 2021 for the financing of actions under the common foreign and security policy to prevent conflicts, preserve peace and strengthen international security and stability. In particular, the European Peace Facility allows the EU to finance actions designed to strengthen the capacities of third States and regional and international organisations relating to military and defence matters. Coast guard personnel from Japan, the United States, Australia and India have carried out a joint mission aboard a US patrol ship in the Pacific. It marked the first time members of the four-nation Quad framework have conducted a drill on the same vessel. The joint boarding exercise stems from an agreement reached at the Quad leaders summit last September to boost maritime security cooperation among member nations. The Japan Coast Guard says participants from the four countries departed Palau on June 28 aboard the US ship and spent five days sailing to Guam. Japanese officials say the team took part in onboard operations and held a firefighting drill simulating a blaze aboard the ship. The exercise aimed to strengthen cooperation among the four countries, apparently with China's growing maritime activities in mind.

Pakistan navy chief calls for enhancing drone capabilities for maritime security

ISLAMABAD: Pakistan Navy Chief Admiral Naveed Ashraf on Wednesday called for increasing the country's capabilities in drones and unmanned systems to counter threats at sea, the navy said. These comments from Ashraf came while he chaired a meeting of the navy's Command & Staff Conference at the Naval Headquarters in Islamabad. The conference is the apex decision-making forum of the navy, where its chief, principal staff officers and field commanders review policies and strategic plans. 'Admiral Naveed Ashraf also emphasized the development of capabilities in unmanned systems, including drones and unmanned surface/underwater vessels, to enhance surveillance and response capabilities,' the navy's media wing said in a statement. Ashraf underscored the importance of maintaining perpetual combat readiness to effectively counter both traditional and non-traditional threats in the maritime domain, the statement added. He appreciated the navy's efforts to maintain maritime security during Pakistan's four-day military conflict with India in May, highlighting the country's 'robust defense capabilities.' 'Naval Chief commended PN's proactive measures in ensuring continuous flow of supplies through Sea Lanes of Communication (SLOCs) and uninterrupted operations at seaports,' the navy said. Unmanned systems and drones help a country detect threats, track enemy movements and monitor maritime borders without risking lives. These monitoring systems are cost-effective as well, helping navies extend their reach without the need for additional ships or personnel.

ATHENS (Reuters) -An external explosive device most likely caused the blast that damaged Greek oil tanker Vilamoura as it was sailing off the Libyan coast last week, the vessel's Greece-based operator TMS Tankers said on Sunday, citing an initial investigation. The Marshall Islands-flagged tanker Vilamoura had left the Libyan port of Zuetina on June 27 to head to Gibraltar with some 1 million barrels of oil when there was an explosion in the engine room. "Preliminary investigation findings clearly indicate that the explosion, the resulting fracture of the side shell plating, and the flooding of the engine room were caused by an external source —an unidentified explosive device," TMS Tankers said. Maritime security sources told Reuters last week that a limpet mine may have caused the blast on Vilamoura, the fifth such incident to hit commercial shipping in the region in recent months. Following the explosion and the flooding of its engine room the vessel lost manoeuvrability, although it was able to be towed towards Greece. The vessel has now arrived safely at Laconikos Bay in Greece and its crew are in good health, the operator added in a statement.
